V Tech or West Virginia would look good in the East as the 14th team.

The agreement is that the 13th and 14th teams cannot come from a state where the SEC already has a team; but it doesn't affect teams 15-16.

I think 15th and 16th would be FSU and Clemson, while VTech or West Va. will be the 14th.
