Wyche certainly could draft the talent, but he could never succeed in achieving success with it. The reason why Wyche was never given any praise is because he failed to have a single winning season with the Bucs, and if I recall, I think the best he ever saw was a 7-9 season. Dungy comes in and takes his talent and achieves what he couldn't with the team and it made Wyche look even worse.
Where Dungy truly became the icon in Tampa that he still is today is that he took Wyche's team and made them a respectable program for the first time in their history. Of course, it was so needed that the first guy to step in as head coach and do it was going to be hailed as iconic. I remember going to Bucs games back in the 80s when the team was so awful, we'd park down the street on Himes avenue and you'd see nothing but cars with free tickets under the windshield wipers. That's how awful they were.
You made the point about not being sure whether or not what Tampa gave away to get Gruden was worth it or not. Dungy's firing was surprising at the time, but it was evident that Glazer wanted the jewelry and gave the farm away to Al Davis to get it. One thing that Bucs fans never seem to grasp about their ownership is that the Glazers have never been about the future, only the now. Manchester United is their baby, and the Bucs have always played second fiddle. Gruden only had to come in to take a stagnant offense with an aging QB in Brad Johnson and squeeze enough juice out of that dried offensive lemon to make a small glass of lemonade one time. And he did it. The Glazers knew that not only would he be the one track coach, but that he'd put butts in seats - and he did. I've always said that Gruden hire was far more of a business decision than it was a football decision; but that's how they operate.
Gruden is not a well rounded coach. And frankly, I don't call him an offensive mastermind. Monte's defense made Gruden's job much easier, and he knew it. That Tampa defense under Kiffin was beastly. But Gruden is not an offensive mastermind. Is he a good coach? Depends on how you define good. By the time Gruden exited stage right, he did not leave the franchise in better shape than he inherited it. He's far more of a personality than a coach.
Anyway, I won't derail this thread any longer with Tampa Bay talk.
