Are you serious? Met every legal obligation he had? Every educator in the country, including coaches, at any level are taught to report ANY instances or even suspicion of abuse, sexual or otherwise, not just to their superiors, but to the police. Ask any teacher you know that went through a college-level education program and/or received an undergrad/grad degree in education...their curriculum probaly included a class that focused on this.
Futhermore, he knew, indirectly or not, about at least one instance and still continued to allow Sandusky to be involved with his program for more than 15 years!! Maybe he didn't have a "legal" obligation to fire him (innocent until proven guilty) but to just report it to the AD and School Pres and then sweep it under the rug for 15 years...c'mon, you really think he did everything he was "obligated" to do??? I'm sorry, but if I was Joe Paterno I'b probably still be in jail for what I did to Sandusky 15 years ago...
