No matter how you structure it, it will have to be done by different coaches handling different phases of the ST's. If you have a ST coordinator, he's going to "farm out" different duties anyway, it's way too much of a job for one guy.

Of the 120 Football Bowl Subdivision programs, 89 have an assistant on staff with that title, according to staff listings in the Football Writers Association of America directory."

Hey......I'm not saying I'm right and I know the stats......just my freakin opinion.
Of the majority of teams that have a coordinator, do you really think he handles.....kickoff receiving team, kickoff coverage team, punt team, punt receiving team, FG team etc etc? I'm pretty confident EVERY coordinator has 3-4 coaches under him assigned to each phase.
We obviously suck and need something.

No, I don't, but there is somebody to answer to and somebody with a "grand design" so to speak. We have an OC that has coaches who report to him, a DC that has coaches who report to him, why should the ST be deemed so unimportant as to not follow that same model? How would our D work if we just had the defensive coaches and no coordinator? How would the O work with....well, that one's a bad example.
