I feel sure that using the word \"wager\" was not used as actually wagering or betting, that is breaking the law. Sometimes all of us can be too literal.
At some point we are all responsible for not only our actions but also for those that walk among us.
Personally, I know that under age drinking is a huge problem, need not look further than your TV set some evenings. As to whether it is a larger problem now than when I was coming up in the 50's and 60's, yes without a doubt it is a much larger problem.
We take the monies from the breweries to pay for the airing, and when you look at the commercials . . . . who are they targeting? Not 65 year olds. Same can be said of the hamburger ads . . . . who are they targeting? Not 65 year olds.
We raise our children a lot of times too strictly . . . other cases we are too lenient. Who knows what the statistics are, let us all do our best to maintain a balance that is somewhere in between. I do say this, part of growing up is experimenting, and that started somewhere around Adam and Eve. Go Dawgs!
