Since we're talking super conferences, I thought I'd offer up my simple, elegant solution:
The SEC absorbs every BCS school east of El Paso and south of the Mason-Dixon line.
We then divide up into as many divisions as necessary to have a manageable schedule, with the champion of each division participating in a tournament leading to the conference championship.
Lock down exclusive tv contracts with all the major networks, rotate the SEC championship game between Atlanta, Dallas, New Orleans, and Miami, and declare the SEC championship to be the national championship and don't even participate in the bowl season with the rest of college football.
This would make the pac and big some numbers of the world a defacto second level of football between the SEC and the mid-majors, and recognize the SEC championship for the national championship that it is.
